Prospecting Right Application in the magisterial district of Richards Bay. Ref: KZN 30/5/1/1/2/10150 PR

Authorization Status: No prospecting right has been granted to the applicant yet. The application for a prospecting right was submitted to the DMR in August 2011, followed by an acceptance according to Section 16 of the Mineral and Petroleum Resources Development Act, 2002 (Act 28 of 2002) on 4 December 2011. Following the acceptance of an application the applicant is required to submit an EMP to the DMR. The DMR then has the right to grant or refuse the application based on their review.

Please note that the Prospecting EMP is in the process of being compiled and still needs to be considered and approved by the DMR before prospecting activities can begin. The site specific EMP will also contain a site sensitivity map that will highlight the sensitive and no go areas on the proposed prospecting sites. This EMP also states the conditions recommended through specialists for inclusion as conditions should the right be awarded to the applicant.

Prospecting Applicant - Company: It appears that the public has been misinformed in this regard. The Applicant is a South African registered company forming part of a group that has a successful track record of mineral exploration and development, which is undertaken with due consideration for South African environmental legislation and related requirements.

Prospecting methods:

Should the right be granted to the Applicant the prospecting would be conducted in separate phases namely:

Phase 1

Non-Invasive Activities (Desktop Studies / Sidescan sonar)

Determining the location of the shell/sand will be carried out using a sidescan sonar which will indicate the superficial sediment exposure. This will be followed by a pinger survey to indicate the sediment thickness. Phase 1 will be conducted over the entire area typically by means of a 30-35 m vessel equipped with the necessary geophysical instruments. Importantly these are well established non-invasive exploration techniques.

Phase 2

Limited Small scale Core sampling Activities

Once the sediment location has been established, phase 2 will be focused on the very small and specific areas containing the desired sediments. A vessel equipped for sediment recovery on the seabed will be utilized to do this. Small sediment samples of about 5 -10 kg will be obtained by either lowering a grab sampler (500mm x 300mm total size) onto the seabed or by lowering a small tripod, some 3m in height, with an attached impact hammer onto the seabed. A PVC pipe (80 – 100mm diameter) will be pushed into the sediment layer (to a depth of about 20-30 cms). The sediment trapped in the pipe will be brought to surface. The sample obtained by these methods will be sent to a laboratory for a chemical analysis.

It is expected that this phase will be limited to an area of 10 000ha with approximately 80 core and grab samples to be taken.

Phase 3

Pre-/Feasibility studies

Results obtained from the prospecting will be used to create a resource model and a dredging plan to consider the next stage of evaluation which would be a Pre-feasibility OR feasibility study of the project area.

Please note that only after phase I; should the application be granted by DMR, will there be clarity if the applicant would want to move into phase II and III and in which areas. This initial consultation process main aim is to get IAP’s opinions and concerns in this regard and to establish communication channels between land owners, lawful occupiers, other I&APs and the Prospecting Company. Should the prospecting be successful, which is not guaranteed, a separate Mining Right and COMPREHENSIVE EIA process would be required according to the relevant South African legislation, having its own public participation requirements, amongst other should the applicant wish to make a mining right application.

Does not matter how controversial the history of this little town might be. It is still the entrance to the World Heritage site , The Greater iSimangaliso Wetlands Park. This buzzing little town has a well stocked municipal library, a rugby field, golf coarse, various Bed and Breakfast Establishments and Shopping centers.

This little town is the hub to The Elephant Coast and is very well placed to reach St. Lucia Estuary for a day visit to Cape Vidal, a sun downer Estuary Lake Cruise or Whale and Dolphin Watching in Season. St. Lucia has also host to the newly upgraded World Famous Backpackers.

Mtubatuba is about 250km North of Durban and even less from the newly build uShaka International Airport. The Elephant Coast deserves a five day stop and Mtubatuba is the town central enough to enjoy it all. With birding routes around Lake Eteza to walking trails in the iMfolozi Game Reserve. Bird watching along the iSimangaliso Wetlands and self drive safari's in Mkuzi Game Reserve.

Whale Observer Richards Bay - Confirmed Wedding Venue

With great joy I was honored today to receive the first deposit confirmed wedding booking aboard the Whale Observer operating from Tuzi Gazi Water Front Richards Bay. The ship is sailing for the matrimonial vows for this couple on a sunset cruise early winter. Residents and out of Town'ers turning against each other.

The iSimangaliso Wetland Park Authority must have a great chuckle as local residents in St. Lucia and concerned citizen's are turning against each other as slanderous remarks are thrown around in verbal abuse. Petrus Viviers, owner of three relevant domains, and local resident, Dan Scholtz, are having it out on facebook as a result of a Page created by an anonymous person, "St Lucia Quo Vadis", is having ago at The Isimangaliso management for degradation of this beautiful World Heritage Site.

iSimangaliso Wetland Park Authority has in the past attempted to remove these domains from Petrus Viviers with no avail. A second attempt by The Elephant Coast Tourism Association was also thwarted and cost was not paid by this association. The bill is still pending at R4000.00 with Hann and Hann in Pretoria. Chairperson of this association undertook to settle all legal cost that was incurred by Mr. Viviers. Yet this tourism association has failed to do so.

Mr Scholtz also accuses Mr Viviers of using facebook photo's belonging to the group St Lucia Quo Vadis

"Dan Scholtz I also note that Petrus is using photos taken from the page "St Lucia Quo Vadis" and using it on his page. That does not seem ethical to me ---- considering Petrus was banned from that page. I agree Frik someone here should wake up and grow up!"

Further Mr. Scholtz compared Mr. Viviers's mastering of the English language to be similar or as he put it.... "Dan Scholtz And please jack up your english spelling it is of grade 1 standard"

This would raise the question if mr Scholtz has the qualifications to make this statement and if so to who's standard is he grading Mr Viviers.

If there is any Grade one Teacher who wishes to Grade Mr. Viviers's English and spelling please do so. For this entry is made by Mr Viviers himself.

The fact is that iSimangaliso Wetland Park Authority is working in such a way that the public feel not welcome nor included. Contradictions to the World Heritage Act and forced management decisions with out EIA's in the past put a question mark over the ability to manage this Wetlands System.

This started months before and it is recurring .. Many People blame Mtubutuba Municipality and feel that their taxes should cover this shituation. Fact is that Municipalities are audited and the Auditor General prescribes the method and budgeting of this expenditure. For this reason Mtubatuba Municipality can not interfere with the mentor/custodian District Municipality, Umkhanyakude, in this case.

Umkhanyakude, named after the famous yellow-barked fever tree, literally meaning “seen from afar”, is the northernmost district in KwaZulu-Natal and contains many areas of outstanding natural beauty such as the St Lucia greater wetland park, Sodwana Bay and Kosi Bay. Game parks include Hluhluwe-Umfolozi, Ndumu and Tembe Elephant Park. It is one of the 11 districts of KwaZulu-Natal province of South Africa. It is a very rural District, the largest town being Mtubatuba in the South, with Hluhluwe, Mkuze, Jozini, Kwangwanase and Ingwavuma further to the north.

It is described as one of the two most deprived districts in South Africa according to the District Health Barometer. “Deprivation” is defined as a combination of indictors including unemployment rates, access to piped water and electricity, female-headed households with high numbers of children and low education levels, according to the Health Systems Trust which produces the Barometer.. The seat of Umkhanyakude is Mkuze. The majority of its 573 353 people speak IsiZulu (2001 Census). The district code is DC27.

This is also the Municipality responsible for the severe water shortages that paralysis the Wetland Park Tourist communities on a regular basis. Poor planning and ridiculous water prices has many land owners up in arms. If they served a function it would be acceptable but many a meeting that was scheduled is merely canceled because the comity that organized it never showed up. Expensive venues and over priced catering wasted.

South Africa is divided into 52 districts (Metropolitan and District municipalities). The 12th amendment to the Constitution (December 2005) reduced this number from 53. Another effect of this amendment is that each district is now completely contained within a province, thus eliminating cross-border districts. The districts also cover the entire area of the continental republic. South Africa's districts are analogous to counties in Great Britain and the United States

This dysfunctional Love Child falls with in the governance of the Primier of kwaZulu Natal and his various office over see the workings with in this District Council.

Happy Times for local Ferry

Whale Observer, a Richards Bay Based Harbor and ocean cruise ferry, has
been thwarted by local business and many people think that Port
Operations restrict a vessel to the confines of a port. This act
addressing the restriction bestowed upon a vessel of 15 nm along coast
and 5 nm into the ocean is to control day trippers and fun cruises.

The Whale Observer falls into this category. Although the most popular
cruise is the one hour harbor cruise the vessel is equipped with enough
safety equipment and qualified crew to embark on a two hour 9 km ocean
journey with 94 passengers. Confusing as the name may be Whale Watching
is not permitted yet and this is merely the name chosen by the national
shipping registrar to Identify the boat.

Richards Bay is notorious for these type of mistakes as these two drivers has learned. According to by standers the pick up and trailer did not stop at the red light. As with any accident there is always victems and injuries. It is sad that a Sunday needs to end with so much pain and twisted metal.

We call upon all drivers sharing the roads to be carefull for the motion dectection intersections all around town. This accident send a lady to Hospital and left her small car all twisted and bended. We hope there is no serious injuries and that she will be home soon.

The Whale Observer - Richards Bay Harbor and Ocean Cruise

A welcoming addition for all sorts of outings is this huge boat carrying
88 passengers up to 9 km into the ocean. This is no ordinary boat. It
is one in its own its class since it was owner built just outside of St.
Lucia Estuary, iSimangaliso Wetlands Park, by a handful of dedicated
people. Danie has built more than one boat and this is his flagship
starting operations in Richards Bay Harbor.

The Boat, Whale Observer, is a 16 meter long 8 meter wide vessel with a

False Bay Park, iSimangaliso Wetlands Park South Africa, the part of the eco system where all the fossils are located. Evidance that this area was ocean right trough the Triasic Period until about 25000 years ago.

When for some reason sandbanks started forming and pearching birds populated the beach areas with trees, shrubs and grasslands. As the wind blew sand up against driftwood thus forming wind blown sand dunes.

For the trained eye the place is strewn with fossils of aquatic life. For the novice the dry thorny veldt of the Western Shores offers a wide variety of birds, mamal and insects seldom seen else where. This alone makes a visit to this eco system, one of five interlocking eco system, worth while.

The all elusive Wetlands Elephants is most often seen in this part of the 256000 hectare Game Reserve. This also close to Emdoneni Rehabilitation Center, Duma Zulu and Ilala Weavers em route to Soldwana Bay where some of the worlds best diving can be experienced.

The current Government has structured the management to function on grassroot level. District Municipalities should benifit from this, but like all other departments jumping on the gravy train can overload the local Economy.

The other problem is not expanding the income base to such an extend that all monies that can be earned are earned through the Tax base. It is important for such management to seek avenues to increase the income potential of their tax base.

In the case of small towns like St Lucia tourism is a big source of income and this includes domestic tourist. In this case South Africans. The main atraction to St Lucia Estuary over the years was fishing.

This included Rock and Surf, Estuary and Deep See fishing. With World Heritage status many people jumped on the environmental band wagon and many dissisions was taken surrounding the myths about being green.

One of the bad dissisions was to bring in eco tourist. Eco Tourism is not all that productive and certainly not environmental friendly. People reading this will think the author is crazy, but any one who care to calculate the carboon footprint of a domestic tourist vs a eco tourist will learn the true facts.

For this reason it is not understood why so many roads and Hotels are planned and built in a World Heritage Site while dune mining on its borders are allowed. Why low impact tourism like beach driving is not allowed and why the channel and drain system between the iMfolozi River and St Lucia is not maintained.

We all know that sunny St. Lucia is why people visit the Wetlands, but the area had to much sun and to little rain for far too long. Well this is about to change and hopefully the clouds will bring some rain this coming week. Sunday started with some light rain just wetting the dust and by Wednesday some more rain is expected, but the reel relief to the drought might only arrive by Friday the 10th.

For that reason Fishing should be great around Tuesday and Wednesday and even Thursday. By Saturday we hope that all the rivers flowing into the ocean to be flowing thus bringing some muddy conditions to the coastal regions. Although we all hope for great rain this week it could be that the drought will reduce the clouds to a mere drizzle and that the total downfall would not amount to more than an inch.

This is a real concern since the Zululand summer down pour should be starting by now and evening showers are expected to be in the access of 20 - 30mm.

General overview

Since it's opening, the Port of Richards Bay has expanded rapidly with the establishment of one new berth every 2nd year on average, proudly fulfilling its aim of making it South Africa's leading port in terms of cargo volumes. The establishment of the port transformed a small fishing village into a dynamic industrial city. The port's hinterland comprises the northern KwaZulu-Natal, Gauteng and the Mpumalanga regions.

Initially built as a bulk port to export 26 million tonnes of coal over the first ten years, the port has diversified into the handling of other cargoes. Currently, Richards Bay handles in excess of 80 million tonnes annually, representing approximately 60% of South Africa's seaborne cargo. This makes it South Africa's leading port in terms of volume handled. To date (June 2007) the port has handled in excess of 1.7 billion tonnes of cargo of which coal represents 1.3 billion tonnes.

The port is the largest in South Africa, with total land and water surfaces of 2 174 hectares and 1 443 hectares respectively. To date only half of that land has been developed. The Port of Richards Bay has the potential to develop over time into one of the largest global ports by expanding up the Mhlathuze River floodplain.

The port hosts six cargo handling terminals equipped to ensure that our clients can compete in the global arena:

The Dry Bulk Terminal, operated by Transnet Port Terminals, imports and exports a variety of ores, minerals and woodchips
Multi-purpose Terminal, also operated by Transnet Port Terminals handles breakbulk cargoes, including ferro chrome, pig iron, steel, forest products, granite, aluminium, bagged cargo, containers, heavy lifts and abnormal loads
Richards Bay Coal Terminal Company Limited, is the largest single export coal terminal in the world with the capacity to export 72 million tonnes per annum
Island View Storage, operated by Richards Bay Bulk Storage, handles a wide range of bulk liquids stored in tanks
Richards Bay Bunker Terminal, operated by Joint Bunker Services, imports bunker fuel from Durban and Cape Town
Private facilities: Phosphoric acid export loading facility and liquid pitch import facility

Weather affecting port

Caution should be exercised in high south-westerly and north-easterly winds. NB: ships have lost their anchors in the past.

Deep water port

One of the port’s inherent strengths is its deep water infrastructure, with a maximum permissible draught of 17,5 metres. This coupled with the high-tech state of the art terminal infrastructures allows for high speed, high volume cargo handling and a fast turn around of vessels.

Development potential

The Planning and Development Department is actively engaged in port planning in order to secure the following:

There is available space for long-term development
Land usage and development takes place in a systematic, orderly manner
National development objectives are included
Flexibility is inherent in the planning
Development takes place in areas having suitable geotechnical conditions
Planning take environmental ascpects into account

Port Development Framework

The Port Master Plan guides the spatial development of the port. The following planned developments are receiving attention:

A ship repair facility
Additional bulk liquid handling berth
Additional berths for break bulk and dry bulk
Container handling facility at an existing berth

Numerous additional development proposals are being addressed. Various construction projects are taking place at the port, the most important being the construction of berth 306 for steam coal exports. This additional berth will allow the Richards Bay Coal Terminal (Pty) Ltd to increase steam coal exports from 72 to 84 million tonnes per annum.

Something I wanted to do for some time. Boring hobby yes. Nothing else to do ... no .. But for some reason I find these monster boats fascinating. They play a very important role in our day to day life and still we take them for granted. At best we do not even pay close attention to where they have been and where they are going. How heavy are they and how fast do they sail. How deep water do they need to float. Well I have decided to Blog and log my boring hobby.

My First Victim (Mariner) ... No this will be the one that I am going to wait for upon arrival to take a picture of. Still got some time to get everything ready though. This Monster is expected in the Richards Bay harbor on 2010-06-11 at around 10:00 flying The Malta Flag. This Cargo Carrier has a dead weight of 26605 t and was recorded on her last voyage reaching a maximum sailing speed of 12.8 knots and an average speed of 11.4 knots.

With a over all length just more than one and a half Rugby fields (167m) she has a berth of 26m. With a draft of 9.9 meter she is one of the older ships built in 1984. She can load an impressive 15766 of dry Cargo and is en route to Gibraltar.
